Limited custom translations?

Hi all,
I chose to sign up for an account because my website needs to be accessed from China, but it also needs to be translatable into any other language. I chose the subdirectory structure.
I was surprised that I am only able to access mysite.com/zh-cn. Other subdirectories are not accessible!
Do other languages get a subdirectory, too? Do I need to pay per language for subdirectory structure?
