Popular automatic website translation tool

I am new to this and I need helping with installation.
Where do I find the robot.txt and sitemap.txt?
I have a file called robot.txt in my /public_html is that the file?
If yes, then I don't have the sitemap.txt file. Should I make one and put it in the /public_html?
My other questions is do I have to get Bing and Google Translator API key? Or do I need just one of them? Because it looks like I have to pay for the google one. I got one for Bing.
Thank you.

We can install it for you if you can provide FTP access details and back-end access.

You need to create sitemap.txt. If you have robots.txt you need to modify it to add the sitemap. Otherwise you need to create a blank one. Both should be located in your public_html directory.

There is no need to get Bing or Google API key. But if you want you can use.
