1) I ordered GTranslate Pro for our domain. We are moving that domain from joomla 1.5 to 1.7. I am now testing it locally at Clicking from the default page on the dutch translation gives: The requested URL /nl/joomla/controllab/jupgrade/ was not found on this server. Any clue? 2) I don't know if our Hosting Provider will install IonCube, seems like a severe problem to use GTtranslate PRO.

Please use it only on your domain. If you have any 3rd party SEF extension or your Joomla is located in a subfolder you should install GTranslate pro by following the installation steps from general/readme.txt file which is located in the product package.
